This OID stores the count of seconds when the line was declared unavailable (after 10 consecutive severely errored seconds) during a 15-minute period. This is the primary metric for calculating service availability and customer SLA compliance for billing and support purposes. A value of 0 means the line remained fully available throughout the entire 15 minutes.
