This OID counts cells received on an inactive Virtual Path (VP), meaning cells targeted a path that was not set up to carry traffic. Network engineers monitor this to detect signaling issues, incorrect ATM switch configuration, or cells arriving via wrong logical paths. A value of "50" means 50 cells arrived on inactive VPs, suggesting a virtual path was not properly established before traffic started flowing.
