This OID reports the current instantaneous rate at which new outbound sessions are being established, measured in calls per second. Network engineers track this to ensure outbound capacity is not saturated and to quickly detect if the rate unexpectedly drops to zero. A value of 32 means the agent is currently establishing 32 new outbound sessions every second.
