What is accCmDialState?
ACC-CM::accCmDialState is a read-only integer representing the current signaling state of the call (such as idle, ringing, connected, or disconnecting). Network engineers check this to understand where a call is stuck if it fails to complete. A value of 3 might mean "connected and active" while a value of 1 means "idle and waiting."
