What is gkRAILowThreshold?
This unsigned integer (0-100 percent) defines the call capacity level at which the gateway signals resources are OK again after a resource warning. It prevents flapping between resource-constrained and resource-available states. Setting it to 50 means the gateway clears the resource warning when calls drop below 50 percent capacity.
