What is fastStartIsFastConnectUsed?
This read-write integer controls whether H.323 Fast Start is used, which accelerates call setup by negotiating media capabilities in Setup/Connect messages instead of waiting for H.245 exchange. Enabled (1) reduces call setup latency; disabled (0) uses standard slower H.245 negotiation. Most modern deployments enable this.
