Description: GR-303-CORE R5-22 [274] Upon request by a remote 
managing system (eg, ZMS), an RDT shall provide 
a managing system with the RDT operational status 
indicating whether it is fully inoperable and 
unable to provide service to the user, or it is 
fully operable and available for use.

Valid values are operable, inoperable, standby,
inoperableIsInProgress and inoperableOosInProgress.

What is igOperationalStatus?

Reports the Interface Group's real operational condition: operable, inoperable, standby, or transitional states while coming into or out of service. Comparing this against igAdminStatus tells an admin whether an IG marked inService is actually healthy, or is administratively up but reporting a fault.
