Sets the splitting ratio at the second splitter stage of this PON, using the same ratio1-2 through ratio1-128 enumeration as zxAnOtdrNetPrfFirstSplitRatio, with ratio1-x(20) for unknown and none(255) if there's no second stage. Needed for multi-stage PON topologies with cascaded splitters.
