Description:
Used by ZMS when it wants to create a list of config synch records. It must first write the filename expected and then set the action. The create_list action allows the device to determine whether the complete database (synchoverflow occured) needs to be sent or only those records that have been modified. create_full_list specifies that ZMS would like to receive the complete database.
