What is wfVcctState?
This read-only object reports the current operational state of the VCCT subsystem: up, down, init, or notpresent, defaulting to down. Admins check it to confirm the VCCT subsystem is actually running before relying on individual virtual circuit gates configured under it. A state of down would tell the admin the VCCT subsystem isn't operational, so no configured virtual circuit gates will function.
