What is wsInfraClusterDynApLoadBalSchedStartTime?

Sets the start time for scheduled dynamic AP load balancing, used only when wsInfraClusterDynApLoadBalApproach is set to schedule. Admins pick an off-peak time to minimize disruption from AP resets during rebalancing.
