Selects the rate-adaptation mode for the xTU-R's upstream transmit direction, the upstream counterpart to xdsl2LConfProfRaModeDs. An operator sets this to 'dynamicRa' when the upstream path also needs to self-adjust its rate as loop noise conditions change, rather than staying at a fixed rate.
