Sets, in dB (0-31), the maximum aggregate transmit-power reduction allowed in a single step -- either when transitioning from full power (L0) into the L2 idle state, or in one power trim while already in L2. An operator caps this to limit how much power the line saves per step, trading off power savings against the risk of the far end losing sync from too large a power cut.
