Sets, in seconds (0-255), the minimum time that must elapse between one exit from the L2 low-power state and the line's next entry back into L2. An operator raises this to prevent a line from oscillating rapidly in and out of low-power mode when traffic is bursty, which would otherwise add repeated brief latency/rate hits.
