Sets the upstream data-rate threshold, in bits per second, above which an actual rate increase (relative to the rate at the last entry into Showtime) triggers an 'Up-Shift rate change' event, mirroring xdsl2ChConfProfUsDataRateDs for the upstream direction. Operators use it to filter upstream rate-gain notifications down to genuinely significant jumps.
