Sets the maximum upstream net data rate, in bits per second, the bearer channel is allowed to reach, the upstream mirror of xdsl2ChConfProfMaxDataRateDs. Operators use this to cap upstream throughput to a subscribed plan ceiling even when the loop could physically sustain more.
