Sets the upstream data-rate threshold, in bits per second, below which the actual rate falling under the rate at last Showtime entry (by more than this amount) triggers a 'Down-Shift rate change' event. Despite the 'Ds' in its name this governs the upstream direction per its own DESCRIPTION text; operators use it to get alerted when upstream throughput degrades meaningfully.
