The exact start date and time for daylight savings time when usdSysClockDstStatus is set to absolute(2), covering a single year only; only the year, month, day, hour, and minute fields are used, and reads return zero for the unused fields. Use this instead of the recurrent-mode fields when you need DST to start on a one-off, non-standard date.
