What is usdNtpPeerFilterOffset?
One entry in the 8-slot NTP clock filter shift register: the measured offset, in seconds, of this peer's clock relative to the system clock at one specific observation. The NTP filter and selection algorithm uses the run of these stored offset samples (indexed 1 through 8, wrapping and overwriting oldest first) to smooth out noisy individual measurements.
