What is usdQosProfileElementEntryRowStatus?
Controls creation and deletion, via RowStatus, of one element (a traffic class, scheduler profile, or traffic class group binding) within a QoS profile. An admin builds up a QoS profile's actual behavior by creating one row here per traffic class or group it should handle, tying each to specific queue and scheduler profiles.
