Description:

The number of uncolored octets, as determined by the SAP ingress QoS policy, offered by the Pchip to the Qchip.

What is tnSapBaseStatsIngressPchipOfferedUncoloredOctets?

This counts the total bytes of unclassified traffic that the Pchip packet processor forwarded to the Qchip queue manager. It shows how much traffic bypassed quality-of-service classification rules. An operator monitors this to detect misconfigured QoS policies that fail to classify traffic.
