The default Stabilization Time, in seconds -- the minimum time the primary link must stay up before WRR deactivates the secondary and returns traffic to the primary -- used unless a specific pair overrides it. An admin raises this device-wide default to avoid flapping back to the primary link too quickly after only a brief recovery.
