This RowStatus column controls creation and deletion of a Locally-enabled VF_ID entry for a specific port, part of the table pairing ports with the Virtual Fabrics they're locally enabled to carry. An admin uses this to add a new VF_ID to the set locally enabled on a port, or remove one, when adjusting which Virtual Fabrics that port participates in. For example, to allow a trunk port to also carry VF_ID 9, an admin would create a new row indexed by that port and VF_ID and set t11vfLocallyEnabledRowStatus to createAndGo.
