What is sonusStShelfAdmnRevertRefSwitching?

When enabled (the default), a timing source that failed and later becomes valid again will automatically be reconsidered for use; when disabled, a failed source is never automatically reconsidered and requires manual intervention (via sonusStTimingSourceAction) to bring back into service. An admin disables this on a shelf where they want full manual control over which timing source is active after a fault.
