What is sonusNrsDebugIfOperStatus?

The actual observed status of the debug interface: inService when admin-enabled and the link is up, outOfService when enabled but the link is down, outOfServiceDisabled when admin-disabled but the link is physically up, or outOfServiceLinkDown when both disabled and the link is down. Use it to tell whether a debug-port outage is caused by admin configuration or an actual physical link failure.
