What is sleClockQlSetControlQualityLevel?
This holds the quality-level value staged to override the reported SSM level of a specific clock source; admins write this together with sleClockQlSetControlSoruce and then commit it via sleClockQlSetControlRequest. It's the writable staging object paired with the read-only sleClockQlSetQulatyLevel.
