Reports the absolute maximum size the jitter buffer can reach for this call, in milliseconds, per RFC 3611 Section 4.7. It defines the upper bound the adaptive buffer (see rtcpXrVoipJitterBufferAdaptationMode) is allowed to grow to when compensating for network jitter.
