Description: Entry of rate limit mode and input port ratelimit state

The rows in this table are created dynamically by inserting line cards in their respective slots of the underlying system. When a slot/module is activated resulting entry in this table will have the default operating modes. Essentially the ratelimit mode and input port ratelimit status value. Certain SET operation on this entry might fail if the underlying hardware does not support the mode.
