This reports the current length of the link-state retransmission queue for this neighbor, i.e. how many LSAs are waiting to be acknowledged. A queue that stays persistently nonzero or keeps growing suggests this neighbor isn't acknowledging LSA updates promptly, which can point to a congested or flaky link between the two routers.
