What is buc1LatchedFaults?

Reports BUC 1's latched, sticky, fault bits using the same bit layout as buc1Faults, so a transient fault that has since cleared still shows here until reset. Useful for catching intermittent problems between polling intervals; reads -1 if BUC 1 isn't connected.
