What is rasStatsRequestInProgress?

This read-only counter tracks the number of Request In Progress (RIP) messages received, indicating a peer needed more time to process a RAS request. Admins monitor it to identify whether requests are frequently taking longer than expected to process, which can point to gatekeeper performance issues under load. It increments on every RIP message received.
