What is rlVlanUsageForbiddenListAfterReset3073to4094?
This read-write bitmap stages the pending forbidden-VLAN state for the top VLAN ID range, 3073-4094, effective after the next reset. It completes the four-part AfterReset staging mechanism, letting an admin fully plan a new forbidden-VLAN policy across the whole ID space before committing it via reload. An admin freeing up VLAN 4090 for customer use would clear its bit here so the change takes effect cleanly at the next scheduled reset.
