This read-write bitmap stages the pending forbidden-VLAN state for IDs 2049-3072 that will take effect after the device is next reset. Admins use it to plan future reservations in this VLAN range ahead of a maintenance window, keeping the change out of the live rlVlanUsageForbiddenList2049to3072 until the reload happens. Setting the bit for VLAN 2900 here would reserve it starting from the next reboot, without touching the currently active VLAN 2900 assignment.
