Description: A list of staticaly created vlans from 1 to 1024.

What is rlVlanUsageForbiddenListAfterReset1to1024?

This read-write bitmap stages which VLAN IDs from 1-1024 will be forbidden for use once the device is next reset. Because the live rlVlanUsageForbiddenList1to1024 is read-only, admins use this writable AfterReset counterpart to schedule changes to the low-range forbidden-VLAN policy without disrupting the current running configuration. An admin could set the bit for VLAN 50 here before a scheduled reload to reserve it for internal use going forward.
