What is rlVlanUsageForbiddenList1025to2048?
This read-only bitmap reports which VLAN IDs in the 1025-2048 range are marked forbidden, based on how each VLAN's type field was created. It extends the same forbidden-VLAN visibility as the 1-1024 list into the next block, so an admin auditing VLAN availability across the full 4094 range needs to check all four segmented lists. If VLAN 1500 was internally created for a system service, its bit would appear set in this list, telling the admin not to reuse that ID.
