This read-create Unsigned32 gives the peak information rate, in kbps, that a QoS policer entry allows before traffic is considered out of profile. It works together with rlQosPolicerPbs: if both are set to 0 the policer runs in single-rate mode, and if both are non-zero it runs in two-rate mode, so the pair jointly determines the policing algorithm applied to the interface or class. For example, setting rlQosPolicerPir to 10000 (10 Mbps) alongside a non-zero peak burst size switches the policer into two-rate metering for that traffic class.
