This read-only value (5010-7000 in 10msec units, default 5500), automatically derived as guard timer plus 5 seconds, is the subring counterpart to prvtRingEpsWaitToBlockTimer. Admins can't set it directly; it shifts automatically when prvtRingEpsSubRingGuardTimer changes.
