An admin uses it to provision or remove a named traffic profile, but the source notes a delete only succeeds once pdnDot1dTrafficProfileNbrRefs for that profile has dropped to zero, meaning no port mapping still references it. Setting this to createAndGo(4) with the required columns activates a new profile row immediately.
