This read-create boolean determines whether the VCL or VPL bound to this traffic descriptor will have its traffic policed against the descriptor's contract. Admins enable this to enforce that a connection doesn't exceed its negotiated traffic parameters, dropping or tagging non-conforming cells. For example, enabling policing on a CBR circuit ensures cells sent above the contracted rate are discarded rather than allowed to congest the network.
