What is partitionBurstLimit?
The configured burst limit, in bits per second, for this partition - the ceiling it may briefly exceed its minimum rate up to when spare link capacity is available. Admins tune this to let bursty applications use idle bandwidth without letting them permanently exceed the partition's fair share.
