What is oacEthOamLbrMepId?
This is the MEP ID of the peer that replied to the multicast Loopback Message, if it could be resolved, or 0 otherwise. Admins use this together with oacEthOamLbrPeerMacAddress to identify which specific configured MEP sent this reply.
