This holds the minor-high alarm threshold for the Offset Control parameter, in dB, set tighter than majorHighOffsetNomCnt so it trips earlier as an early warning. Crossing it raises a minorHighAlarm in alarmStateOffsetNomCnt, letting an admin notice the adjustable counterpart to the Offset Monitor reading, letting an operator nudge that internal offset back toward nominal drifting high before it reaches the more serious major-high threshold.
