What is mscAtmIfVptPnniSigUsageState?

Reports the OSI usage state of the signalling subcomponent on a PNNI interface on a virtual path terminator (VPT): idle(0), the default, means not currently in use, active(1) means in use with spare capacity, and busy(2) means in use with no spare capacity for more connections. Admins use this to gauge whether a signalling channel is near its connection-handling capacity.
