The value unlocked indicates that the component is administratively permitted to provide services for its users. To enter this state, issue an Unlock command to this component.
What is mscAtmIfVptPnniSigAdminState?
Reports the OSI administrative state of the signalling subcomponent on a PNNI interface on a virtual path terminator (VPT): locked(0) blocks it from serving users, unlocked(1), the default, allows normal service, and shuttingDown(2) is draining existing calls before locking. Admins use the Lock/Unlock console/SNMP commands to change this state when taking the signalling channel out of service for maintenance.
