What is mscAtmIfVptPnniRccUsageState?

Reports the OSI usage state of the RCC on a PNNI interface on a virtual path terminator (VPT): idle(0), default, active(1) with spare capacity, or busy(2) with none. For an RCC this mainly reflects whether the routing control channel resource itself is in use, since it doesn't carry user bearer traffic.
