What is mscAtmIfPnniSigOperationalState?
Reports whether the signalling subcomponent on a PNNI interface on a regular ATM interface is actually enabled(1) and available, or disabled(0), the default until it comes up, due to a fault in itself or a dependency. Admins check this alongside the admin state, since a component can be administratively unlocked yet operationally disabled if something underneath it has failed.
