What is rtgVnsAdminState?

This reports the OSI Administrative State of the Vns component: locked (administratively prohibited from service, entered via a Lock/Lock-force command, requiring usageState idle), shuttingDown (serving existing users only, mid-Lock), or unlocked (default, permitted to provide service, entered via an Unlock command). An admin issues a Lock command to transition this toward locked when taking the Vns component out of service for maintenance.
