What is tdmaBcAdminState?

Reports the OSI Administrative State of the TdmaIwfBearerChannel component (one call's voice/data path): locked means an operator has administratively barred it from serving users (a Lock command was issued, and usageState must then be idle); shuttingDown means a Lock was issued and it's still draining its existing users before going fully locked; unlocked means it's administratively permitted to serve users normally. An admin uses this to distinguish a deliberate maintenance lock from an actual fault, which instead shows up in operationalState.
