What is alarmLogInformation?

A packed binary record (17-255 bytes) describing one logged alarm: timestamp, alarm type code, the device status byte at the time, the alarm parameter's OID, and its value, all BER-encoded. An admin's management station decodes this to reconstruct exactly what alarmed, when, and with what reading, rather than relying on live polling.
