What is commonBackoffMinimumExponent?
The minimum backoff window exponent (0-15) used by the MAC-layer contention algorithm, defaulting to 6, and required to stay less than or equal to the maximum exponent, stored in non-volatile memory, per the MIB's own description. Admins tune this alongside the maximum exponent to control how the upstream contention window scales during congestion.
